If DA went a little more elitist and got rid of a bunch of junk submissions around here we wouldn't have this problem

I agree with the later for sure. If there was some conceptual theme or narrative behind such submissions, I think it would be fine for people to post webcam photos but I highly doubt that's the case for most.
